Request Letter by Tenant Asks for Rent Reduction to Landlord.

Dear Mr. Ghatge,
I hope you have received the rent payment for September, 19… by cheque drawn by me on the Canara Bank. In this connection, I should also like to state that the rent of Rs. 750 for a double roomed flat is exorbitant. Although I had agreed to it initially because I was in dire necessity of an accommodation, I now find that many rooms are in disrepair. The kitchen especially cannot be used since the ceiling leaks in the rainy season and water trickles profusely down the walls. This was something that could not be visualized at the dry summertime when I first inspected the house. Other minor problems have now become apparent. There is no sunlight whatsoever in the south-facing room, thus making this damp and hygienic. A heater has to be kept on constantly to make the room just liveable.
Kindly be considerate and reduce the rent by Rs. 200 which amount I am paying as extra for heaters.
